Whisk flour into bacon drippings or butter over medium heat; cook until flour bubbles and begins to caramelize. Gradually pour in beef broth, stirring constantly. Add beef base or bouillon; stir to blend.
Simmer 5 minutes, then gradually add milk and water while stirring; return to a boil. Reduce heat and simmer 7-10 minutes or until gravy thickens. Season to taste with salt and pepper. Use over many dishes (example: Loco Moco).
